One thing we can't do for you

Everything above keeps you inside Meta's technical limits. The rule we can't enforce for you is consent: WhatsApp's Business Messaging Policy requires that the people on your list opted in to hear from you. Upload customers, enquiries and opt-ins bought or scraped lists are what get numbers banned, and no amount of pacing fixes that.
